While Paradox games are often called real time games (there are technically no turns and you have to let time advance for your orders to play out) they are much closer in gameplay to TBS gmes and there is no tactical combat (combat is automatically resolved based on various stats and die rolls). Non-combat aspects of Sins (such as colony development, economy, diplomacy) is far, far too simple to be termed grand strategy. Although somewhat deeper and less frantically paced than the typical RTS, it is still an RTS and its most prominent feature is tactical combat. You reveal Event cards at the start of every Round in the Draw Cards Phase, and each player has to use one of their Turns during the Action Phase to draft and play one of the Events on display.
I like Sins a lot, and far more than I like most RTS games, but it is in no way a "grand strategy" game. A big factor in setting the agenda for each Round in a game of Europa Universalis: The Board Game are the Events. I'd strongly dispute this statement sins has little in common with a game like Rome, far less than even the Total War series. I actually consider Sins as a Real-Time Grand Strategy Game too. Rome was involved in a few conflicts with Carthage, emerging victorious and destroying the latter after the Three Punic Wars.
